Error message trying to start the SUS Admin site for automatic updates

I get the below error message trying to start the SUS Admin Web site locally

The process cannot access the file because it is being used by another
process

Try stopping all sites, and then try and start this site. Also, try posting here:
microsoft.public.softwareupdatesvcs
