Frontpage Client >> Server greyed out

I installed FP2003 and IIS then FP Server Extensions on my machine in that
order.
When I try to publish from my ISP's Server to my machine I get msgs saying
that certain FP items will not load unless I have FP server extension
installed. I check the 'Tools' and the 'server' is greyed out. What do I
need to do to activate the server on my machine?

Frontpage Client >> Server greyed out Did you enable the FP SE in IIS and open or publish to your local server using http://localhost (not a file based location)

Frontpage Client >> Server greyed out I thought when I installed them it would automatically enable.
Can you walk me through the enabling process?

Frontpage Client >> Server greyed out Start - All Programs - Administrative tools - IIS
Select your root web, right click & select Tasks
