Gmail is an E-mail service. It's not a program, so you can't set it as

a default program.

Exactly what do you want to accomplish? Are you aware that you can set

Outlook, or Windows Mail, or other POP3 programs to read your gmail?

Will that do what you want?

If hotmail can be registered as default program, why can't Gmail?
