Windows Vista - Shortcut Keys to a Shortcut

Windows Vista >> Windows Vista - Shortcut Keys to a Shortcut Prior to Vista, when I assigned a shortcut key to a shortcut, for example to
launch Microsoft Excel, I would do CTRL + ALT + E, every time I pressed the
key combination, it would open a new instance of Microsoft Excel. It was
handy and useful to me. With Vista, I can't do that anymore, it only launches
one instance of the application and when I would use the same combination, it
brings focus back to the application that was already launched.

I understand that this is a change in Vista and in many instances it is
useful.

If you know a way to change the behaviour to pre-Vista, please share.

program, why not just press CTRL + N?

Microsoft Excel is just an example, I use the Shortcut Keys with many other
applications.

Windows Vista >> Windows Vista - Shortcut Keys to a Shortcut Give some examples, because if you are referring to programs lik Word Pad,
Paint, Internet Explorer etc, the same CTRL + N command applies.
