Windows Explorer access denied

Every time i right click on the start button in vista and click explorer, i always get access denied. Im an administrator on my PC and can't figure it out. Help anyone? - |

UAC often causes folders large and small to deny access. While it is
touted by the cerebral types with marketing and business insight as a major enterprise marketing tool, I respectfully believe that the UAC team could have prevented what I call Vista's arbitrary and capricious random lockouts and should fix them, but they have no plans to do so in Vista--maybe in the next OS hopefully, but I wouldn't be surprised if they don't. You need to take ownership of explorer. Why is a great question. Type explorer in the search box above start button>right click explorer>click properties>security tab.
