Internet Explorer / IE >> IE 7 Works Fine for My Account but not New Accounts

I have an XP Professional machine with all the latest updates and patches.
IE 7 works fine for my Administrative account. If I create any other
accounts on the machine (Administrative or Limited User Accounts), IE7 does
not work properly.

The first run .aspx page won't work, and I figured out how to bypass that.
However, visiting any page with javascript results in the yellow exclamation
in the bottom left. Double clicking the icon to see the error results an the
typical javascript debugging window with blanks for the line number, etc. and
IE locks up and must be killed.

I have tried emptying cache and temp files as well as starting with no
add-ins. I have also set security zones and advanced settings to default.

I am hesitant to re-install IE since it works fine for my account and this
is my primary machine.

Any suggestions?

The troublesome program may not show up as an add-on. Disable other
security, privacy, ad-blocking, appearance tweaking programs to see if one
of them is causing the problem. Any program that interacts with Internet
Explorer could be causing this. The connection with IE may not be obvious,
such as Google Desktop.

A firewall will probably not be causing this problem, but be sure to turn on
the Windows Firewall from Control Panel> Windows Firewall before disabling a
third-party firewall or security suite during testing.

installed. Furthermore, I disabled all add-ons and nothing changed.

I then attempt sfc, which went all the way through and changed nothing.

I finally decided to re-install IE7. After rebooting my PC, I am now at
640x480 and IE 6 is installed.

Not where I wanted to be.

Internet Explorer / IE >> IE 7 Works Fine for My Account but not New Accounts Finally got IE 7 installed again and now I'm right back to square 1. Logged
in as my user, got the first run configuration page. Log in as any other
user, Administrative or other and it can't render the page. Visiting any
other page that uses javascript results in limited functionality and the
yellow icon as well.

It's like some javascript library is only working for one user on this
machine.

regsvr32 vbscript.dll [enter]
regsvr32 jscript.dll [enter]

Next, try a reinstall of Windows Script 5.7

Were antispyware/antivirus programs disabled when IE7 was reinstalled?

Internet Explorer / IE >> IE 7 Works Fine for My Account but not New Accounts I had tried registering the two .dlls you mention before per other posts I
found, and they register successfully. However, nothing changes. Some other
posts mention mshtml which I cannot get to register successfully, so that may
be a clue.

I installed the latest Script host which also had no effect, but during that
process I discovered something else interesting. It requires Windows Genuine
Advantage to work. The "GenuineCheck" program gives a "Code not available"
error on all accounts (yes even administrative accounts) except for my
original account where IE is working.

Furthermore, I don't know if I mentioned, my original account can visit
"Windows Update" site with no problem. Visiting the site from any other
account results in a blank page.

My anti-viurs (CA's E-Trust) is disabled, and the only other monitoring
software I have is Windows Defender which I also exit out of just to be safe.

Any more suggestions?

Uninstall IE7.
Download and run ie-rereg from

Restart. If IE6 works OK, reinstall IE7.

Internet Explorer / IE >> IE 7 Works Fine for My Account but not New Accounts Stupid, yet ironic mistake on my part. When visiting the thread I found, I
had to use Firefox since IE was rendering a blank page. In Firefox, the
"page 1 of 3" and "next" buttons were not visible due to some sort of
rendering problem, so I didn't realize there was more until I visited it in
IE under my account that works.

So I installed subinacl and got started with that. Not sure if anyone noted
this, but Adobe has updated the .cmd .zip file they have for download to
target the flash reg keys more specifically, so that one no longer seems to
work for this IE issue.

However, if you create your own .reg following their instructions (which are
still broad, resetting the permissions on the entire registry) it does
resolve the problem, but only for administrative accounts.

In other words, resetting the registry and system drive to give admins full
control over all keys fixed the problem for all of my administrative
accounts, but not for regular users:

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=system=f
subinacl /subdirectories %SystemDrive% /grant=system=f
pause

I tried making my limited user accounts admins temporarily and IE was fine.
Revoking admin privs results in the script error again.

I then tried running this under the limited user account:

subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=system=f
pause

But that didn't help. I'm sure if I ran the following, it would work, but
then the user would no longer really be a limited user, so I don't want to do
that...

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=mylimitedaccount=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=mylimitedaccount=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=mylimitedaccount=f

I'm guessing there are some files somewhere that the limited account needs
access to, but does not have. I just don't know which ones...

I don't think so. That says users are getting an unexpected error message
when limited users try to use User Accounts. Are limited users supposed
to be able to use that dialog? If not all it means is that the error message
is a quirky kind of "Don't do that!" for them.

Hmm... the Learn About: User account types help page indicates that

So, are those limited functions what you are testing with your limited user accounts?
If not, then again I would say that the error message should be interpreted

which doesn't take full account of those intended differences in functionality in that dialog.

FYI various changes in the main IE modules by IE7
mean that regsvr32 use with them is significantly different.

Tip: To test whether a module is registerable use DependencyWalker
to look at its entry point names. Only if it has a DllRegisterServer
entry point can regsvr32 (without other switches) be used.

Even if there is such an entry point there may still be permissions
problems (for example) which cause regsvr32's execution to fail.
(You can use ProcMon to check for that possibility.)
Another common reason for failure is that a dependent module
may be missing or itself improperly registered. DependencyWalker's
Profile command is useful for diagnosing that case and simpler
to analyse than a ProcMon trace.

The designed repair function for IE7 is now its Reset... button
(in spite of its lack of convenience regarding loss of personal data
and other customization, which was not an issue with regsvr32
based repairs.)

or with too tight security so that no ActiveX extensions can run.

completely uninstall them. Some even are known to have
unreliable uninstall procedures, in which case users may have
to visit the supplier's support site to find more complete
procedures for getting rid of them.

Internet Explorer / IE >> IE 7 Works Fine for My Account but not New Accounts I would think they should be able to go to google.com and the first run page
without getting a script error. Things like ebay and yahoo mail still won't
work for me in IE when logged in as a regular user.

Of course I can use firefox for these, but I'd like to figure out what is
preventing my regular accounts from using IE. Obviously it is something with
permissions since resetting the permissions on the registry and the disk to
Full for Administrators using the subinacl program fixed it for all of my
administrative accounts.

tried no-add-in mode. I have reset to default security levels.

I can create a new Windows user right now that is an Administrator and IE
will work fine. Yet if I create a new Windows user that is a limited
account, they will not be able to do anythign with IE that involves
scripting, including the sites I mentioned in my last post, Windows Update,
Genuine Advantage, etc., even when all security settings and IE advanced
settings are at their default values.

I don't think you can test this on dial-up. You should be able to run this
test on broadband. Does the problem with limited users still occur if you
startup in Safe Mode with Networking? That would help rule out a third-party
program as the cause.

I have gone through a number of forums trying to nail down this problem.
Finally here is what worked for me:
If you have IE 7 installed:
Reset the security settings using:
http://support.microsoft.com/default.aspx?scid=kb;en-us;313222
After this if you create new limited accounts everything should work fine --
at least it did for me.
The only problem is that the old limited accounts don't show up on the login
screen anymore -- there is probably a way to fix it -- but I am just happy
with the solution as the new accounts does not have the script errors and
flash just works fine.
