Internet Explorer / IE >> IE7 will not load
on Boot I receive an error message: can not find import DLL: missing or
corrup file "rtl70.bpl,"error126. What's causing this?

This is most likely the result of a malware infection. Try AVG antispyware,
update and run in safe mode. If that does not resolve the problem go to
http://www.bleepingcomputer.com/ and read the instructions on creating and
posting a Hijac This log.

Sounds like there is a program somewhere in your start up process that
cannot find that file. This may be the result of a corrupted application, a
missing file or a command left after some software was removed.
"rtl70.bpl" is a runtime-library file used by applications made in Borland
Delphi if this helps you in identifying the program in question.
Check your startup folder and delete the offending entry, the program that
is looking for this runtime-library file.
One such program known to cause this error is "ReaConverter 4", an image
conversion program. If you have this program installed, try uninstalling it
and see if the error goes away.
If this is not the program that is calling for that runtime file, you can
create a .bat file with the following code. Copy and Paste the following
into Notepad and save it to the Desktop as "FindFile.bat" and then run it:
dir c:\*.bpl /s > files.txt
notepad files.txt
This should output a text file in Notepad showing the location of the
Program that is using this runtime file.
If you are unable to find the offending legitimate program that is causing
this, you might follow Jim's advise in this thread and do a thorough check
for Malware on your machine.
