Computer lags after dial-up connection established

Internet Explorer / IE >> Computer lags after dial-up connection established

About 75% of the time after I establish a dial=-up connection, my computer
goes into a kind of lagged idle mode. I have full control of the mouse and
basic control over programs already launched. Unfortunately, any new
programs I try to launch get queued somehow and don't launch until almost
ten mintues later. A close look at Task Manager shows the System Idle
Process is using all this time, so there's not some program running in the
background sucking up all the resources. For some reason, it's like WIndows
thinks it's idle, takes a nap and then hears the alarm buzzing ten mintues
later and waks up "Crud! I'm late for work!" :D This only happens when a
dial-up connection is first established. Any clues?

Win XPSP2
AND Sempron 2800
1.5 Gb PC2700 333MHz RAM
160 Gb 7200 RPM EIDE HDD

Internet Explorer / IE >> Computer lags after dial-up connection established Thats funny I have exactly the same problem. I found this started happening
after I reinstalled nortons anti viris and internet security.
any suggestions would be helpful. I now also cant go to a restore point it
just goes so far and stalls as well as the above problem.
