IE7 Does Not Save Toolbar Change?

Internet Explorer / IE >> IE7 Does Not Save Toolbar Change?

Does anyone have IE7 saving toolbar changes. I turnoff a toolbar open up a
new browser and the toolbar change does not take affect?

customizing ability with respect to the toolbars and address window.

Is this the way they will do for Vista as well? HUGE step backwards!

Internet Explorer / IE >> IE7 Does Not Save Toolbar Change? Not talking about changes just being able to turn the toolbar's ON or
OFF in Tools section. If I turn them off they pop right back on with
IE7. Others have this problem.
