IE 7 pages are blurry - no option to change cleartype text

I know the cause for IE 7 displaying pages blurry. But I do not have the option to change it to cleartype text as I have only got the Security tab in my Internet Properites window (Tools>Options). The same thing if I go to Internet Properites via the Control Panel. - |

Yes there is only 1 tab named Security. Any ideas how to fix it?
