IE7 flips from new webpage to first webpage

Everytime I open a 2nd or more window using IE7, the screen flips back to the 1st webpage opened. Doesn't matter if all the preceeding pages are minimized or not. This is very frustrating. - |

Tools>Internet Options>Tabs Settings Button

Thanks, Pat. Solved 1/2 the problem. If the previous webpages are minimized
such that they do not show on the screen, then the next webpage will open and be displayed. However, if the earlier webpages are open in any way, the new webpage will not display--it will be behind all the other open pages. Any ideas on how to bring the last opened page to the front?
