What if you right click the IE icon on the desktop and choose Start Without
Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

Another poster who had this symptom discovered that inetcpl.cpl
was misplaced. You should find the latest version of it in
%windir%\System32\inetcpl.cpl
Try finding that and tell us its version. File Version in the Version tab
would be the best single attribute to capture.
Hmm... apparently Search Companion won't cooperate with that task.
Instead open an Explorer window at that directory, then navigate to that
module manually.
Alternatively you could use a dir command in a cmd window:
<example>
cd /d %windir%\System32
and
dir/a/s inetcpl.cpl
</example>
If you do find inetcpl.cpl in the proper directory and its version seems Ok
it may be necessary to re-register it. E.g. Run... (press Win-R and enter:)
regsvr32 /n /i inetcpl.cpl
or even better issue that command in a cmd window in the System32
directory.
More possible explanations for your symptom after those steps
would involve inhibiting permissions, etc.
HTH
