TFS CAL Clarification required

If we are using clients other than Team Explorer like Team Plain will be still requiring CAL to access TFS.

Short answer: yes.

You need a TFS CAL for every person you have connected to a Team Foundation Server instance inside your organisation. If those people have a license for one of the Visual Studio Team System versions (Architect, Developer, Tester, Database Pro or the Suite) then that includes a TFS CAL so you do not need to purchase additional ones for them.

According to the whitepaper, TFS CAL's are re-assignable within the organisation so the caluclation for the number of TFS CAL's you need is simply:-

TFS CAL's needed = (TFS Users) - (VSTS Licenses) - (additional TFS CAL's already purchased)

i.e., you just need to make sure you have enough for your organisation and not worry too much about who has them.
