Exchange Servers Setup >> Unable to open your default email folders...Exchange 2003 setup

Setting up two new servers with Win 2003 standard and Exchange 2003 standard.
After adding a user via AD, that users cannot open Outlook. They get the
following error:

"Unable to open your default email folders. The attempt to log on to the
Microsoft Exchange Server computer has failed." "Would you like to open the
default system folders instead?"

This happens with all users... Did I miss something setting up Exchange?
