Exchange Servers Setup >> Mail in queue

I am having this problem using telnet from a server in the perimiter to my FE
exchange 2003 server in the perimiter .
These mails are send from a application from a webserver , I want to use the
FE server to relay mails for the webservers in my perimiter
The mails keep in retry in the queue on my FE server, this server is in the
same routing group as my backend exchange 2003 server that is in my domain.
The FE is a member of the domain , dns is okay, ..there is no smtp connector
on the FE , and no smart host configured on the virtual smtp server
Should I configure a smtp connector on the FE ...?
Why are the mail stuck in the queue,..
I will install SP1 tommorrow on the FE server but I doubt if its gonna solve
the problem, I had to reinstall exchange on the FE today cause I had to
reinstall IIS
can this be an issue..?
I have rebooted the server I have routing engine service running

All your comments are very welcome ,..

Exchange Servers Setup >> Mail in queue
Is anything logged in the application event log of the server where the
messages are queueing ?
Do messages flow if you send them normally i.e. not via Telnet ?
Did SP1 help at all ?

Exchange Servers Setup >> Mail in queue
So what happens when you send outbound mails, do you get an NDR ?
What application are the users using to send outbound mail ?
Which server and which queue does the message sit in ?

Exchange Servers Setup >> Mail in queue When I send from telnet outbound mail the message stay in the queue on the
frontend server,
Logging results are saying that the backend server cannot relay these mails
, in the mailbox from the user that I used in telnet appears a NDR report

Exchange Servers Setup >> Mail in queue Hi,

If the mails from the webservers are outbound you must configure the fe
server to allow for relaying from the webservers. Make sure that this is all
that you allow!
