Exchange Servers Admin >> Cannot send delivery receipts

I cannot send delivery receipts to email addresses that
are outside of our domain.

In the Exchange System Manager (MS Exchange 2003), under
Global Settings, the default properties under the advanced
tab for the Internet Message Formats is set to allow
delivery reports. In the Internet Mail SMTP Connector
Properties under the Content Restrictions tab in the Allow
types section, is set to allow system and non-system
messages. I even created a mail-enabled group in Active
Directory and selected send delivery report to message
originator.

Any Ideas on how to get delivery reports to originators
from ouside of my domain would be greatly appreciated.
