Why cant I see ConfigurationManager class in System.Configuration ?

Im building a windows service project. I have the System.Configuration namespace imported, but I can not see the ConfigurationManager class. Even if I view the System.Configuration namespace with the object browser, its not there.

You will also need a reference to System.Configuration.dll in order to have access to the class.
