Well you can start with VB Express, its a free full (limited in its features) product. Ideal for newbies. And after registering the product, you get the benefits of e-books, code samples and apperently videos also. And you have these forums if you need a hand.

you also have MSDN as a resource, pretty much a "book" if you like, of all classes, examples, details about each classes and some starter kits also
