Within the last 2 weeks I have noticed that after creating
a new file or modifying an existing that excel and
sometimes word create a temp file in the existing
directory. (This is normal.) After closing the excel or
word document the temp file does not delete itself from
the folder. Has anyone else encountered this issue and
have any recommendations to fix this issue?

This is not normal. Temp files should be created in Windows\Temp folder or in
E:\Documents and Settings\User\Local Settings\Temp folder and deleted when
Excel or Word close.
The problem you describe is probably caused by your AV application.
