SQL Server Developer >> Using IS NOT NULL as param in a stored procedure

I have the following stored procedure and the where clause where I am
trying to use the variable is not working:

ELSE -- 1

SELECT dbo.tblInspReq.Prop_ID, dbo.tblInspReq.InspReq_ID,
dbo.tblProperty.Prop_Name, dbo.tblProperty.Prop_Addr,
dbo.tblProperty.Prop_City,
dbo.tblInspReq.InspReq_HDSchedDate, dbo.tblInspReq.InspReq_HDSchedTime
FROM dbo.tblInspReq INNER JOIN dbo.tblProperty ON dbo.tblInspReq.Prop_ID
= dbo.tblProperty.Prop_ID
WHERE dbo.tblInspReq.InspReq_HDIndic <> NULL AND

Suggestions please and thank you!
