SQL Server Developer >> BCP Error
What version of SQL server are you running?
When you rebuilt the server did you install the latest SQL
SP's?
did you update the server to the lastest windows patches?
Just a few questions I had.
I have no idea what the error means, but I have had issues
before I updated my servers to the latest patches for both.

SQL Server Developer >> BCP Error
Check two of your DLLs for version mismatches sqlsrv32.dll and odbcbcp.dll.
If the version numbers are different,
Re-apply MDAC on this machine.

SQL Server Developer >> BCP Error
They are different versions however re-applying MDAC
doesn't seem to be replacing any of the DLL's
The SQLSRV32.DLL is the older one.
I have applied Service Pack 3a MDAC 2.8 and all MS Updates
still problem persists.
Thanks in advance
