Windows XP Security >> Start Menu is Blank When logging into a XP Pro laptop I am getting what
appears to be a permissions problem. All but one user
can click on the start menu and see icons. The one user
that does work is able to install software and perform
any task. However, even the local administrator account
does not get a start menu, nor can it install some
software. I checked permissions against a fully
functional XP Pro laptop and everything seems to match
up. What folders control whether the start menu has
access or not and what other places can I look.

Windows XP Security >> Start Menu is Blank This could be permissions, on filesystem and/or registry,
or it could be policy settings (although someone would
have had to have been determined to make this selective
based on accounts).
Let's narrow things down. Assuming the one working
account is an admin (since it can install software), if you
use it to define a new account, what is the start menu like
in this new account, if it is a limited account, and if it is
an admin account ?
