System Restore error

Windows XP125
hen I try to set or go back to a system restore point I get the message that

rstrui.exe is unable to locate framedyn.dll, however, both of these files are

present and in the same folder (C:\Windows\System32\restore). This is on

WinXP home). How do I fix this?
