Are these data files? If so, just connect both drives to a single system
(being sure to jumper correctly) and use Windows Explorer to copy the files.

If you mean, for example, to transfer Windows XP and program files,
instead, perhaps because you got a new hard drive, then the first thing to
look for is whether a partition-copying utility came with the new hard
drive; that's the easiest way, if so.

It usually helps to get the most appopriate answer if you provide more
details than your question contains, such as what you are actually trying
to accomplish or why.
