Phone and modem control panel can not be opened

Windows XP Hardware >> Phone and modem control panel can not be opened I bought a laptop that came with Win XP Pro already
installed (I think it is installed off of an image?), and
when I go into control panel and double click on "Phone
and Modem Option" icon, I get an error message saying

"Phone And Modem control panel can not be opened.You may
have a problem starting telephony service."

I saw an article on Microsoft Knowledgebase about possibly
replacing two dlls located in System32 directory.

So I replaced two files

cfgmgr32.dll
Setupapi.dll

But that did not solve the problem.
Is microsoft aware of this problem?
I do not know what trigger this to get screwed up, but I
found there are several people having same problems (found
from Google group search)

Any help is greatly appreciated!

make sure that the modem services are running in msconfig. the
unistall and reinstall the modem.

my did the same thing and thats what fixed it
