usb "access denied" error in Win XP

I have Win XP home with NTFS. I recently upgraded the

Motherboard and CPU. I went through 'recovering' XP from

the CD. My USB ports will not work at all. The device

manager sees the ports, but when XP boots and tries to

install the drivers, I get an error message that says the

drivers could not be loaded "Access Denied". My

controller is an onboard Via chipset. I have loaded

service pack 1, removed the devices in safe mode, and

rebooting, but to no avail. Please Help!
